Assessments\/diagnostic evaluations are not provided under Tervisekassa funding.<\/li>\n<li>The outpatient specialist care visit fee (patient co-payment) is \u20ac20. For patients under 19 years of age, the visit fee is \u20ac5. Other exceptions are set out in our Sales and Privacy Policy. We reserve the right to send you the co-payment invoice by email and, if necessary\u2014or at your request\u2014to send an additional reminder.<\/li>\n<li>Please pay the visit fee before the appointment; payment is also possible on-site. If the visit fee has not been paid before the appointment, we reserve the right to refuse to provide the service.<\/li>\n<li>As a rule, no visit fee is charged for a repeat visit under the same referral (saatekiri).<\/li>\n<li>To avoid waiting lists, please notify us as soon as possible if you wish to cancel your appointment. We reserve the right to offer you an earlier appointment time if someone cancels the time offered to them.<\/li>\n<li>When scheduling appointments, we operate based on the clinic\u2019s capacity and may not always be able to accommodate every patient\u2019s individual timetable.<\/li>\n<li>Receiving services through Tervisekassa must be medically indicated. If the patient considers that there is no medical indication, the clinic has the right to refuse to provide the service (including not starting the service).<\/li>\n<li>If the patient cancels less than 24 hours before the appointment, the clinic has the right to charge the co-payment for both the missed appointment and the next visit.<\/li>\n<li>Due to the budget allocated by Tervisekassa, contractual limits on its use, force majeure situations, and other circumstances, the provision of services under Tervisekassa may be temporarily limited or suspended. In such cases, we can offer the service on a paid basis, and it may also be possible to qualify for services under our other cooperation projects.<\/li>\n<li>The patient has the right to discontinue the service at any time if they feel that it is not helping them.<\/li>\n<li>Requests to change the specialist are accepted after the first appointment and only if this is organizationally possible for us. In that case, we ask for a new referral (saatekiri). Later complaints regarding changing the specialist are generally not accepted.<\/li>\n<li>If the client feels that the service is ineffective, they may discontinue the service after the first appointment. Later complaints will not be accepted.<\/li>\n<li>Please ignore SMS notifications about invoice\/booking payments if the service is provided under Tervisekassa: the e-clinic system is unified and the notifications cannot be fully switched off. Under Tervisekassa, only the visit fee (co-payment) is payable according to the applicable terms. For more information: 5660 8788 or +372 5880 9942.<\/li>\n<li>If the client does not agree with the specialist\u2019s opinion, they have the right to contact another provider to obtain an alternative opinion.<\/li>\n<li>The client is also responsible for the effectiveness of the assistance provided to them. If the client does not follow the specialist\u2019s recommendations or attends the appointment in a condition that does not allow them to participate effectively in therapy, the client is responsible for the outcomes of the assistance provided.<\/li>\n<li>When receiving the service, please take into account and follow our Sales and Privacy Policy:\u00a0<a href=\"https:\/\/cerveau.ee\/muugi-ja-privatsuspoliitika\/\">M\u00fc\u00fcgi ja privaatsuspoliitika &#8211; Cerveau ps\u00fchholoogiakliinik<\/a><\/li>\n<li>Clients are required to inform us themselves that they do not need to pay the co-payment fee.<\/li>\n<li>Submitting complaints or claims is permitted and welcomed when done in good faith and based on evidence. Where possible, we will propose a compromise and offer to resolve the claim\/complaint verbally. If, in the course of a complaint or other submission, knowingly false statements are made or false information is disseminated about O\u00dc Cerveau, its employees, members of the management board, or the owner, thereby damaging their honour and good name, O\u00dc Cerveau reserves the right to use legal remedies, including submitting a claim for damages pursuant to V\u00d5S \u00a7 1043 and the provisions applicable to the protection of honour and good name (including V\u00d5S \u00a7 1046 and V\u00d5S \u00a7 1047). If false information is submitted to an authority or in proceedings in a manner that may constitute an offence, we reserve the right to contact the police (e.g., KarS \u00a7 280 \u2013 submission of false information, KarS \u00a7 320 \u2013 false testimony and false oath, and other relevant provisions). When processing personal data, we ask that the principle of data minimisation be followed and that only the data strictly necessary in the context of the complaint be processed and disclosed (GDPR Art. 5(1)(c)). If, in the course of a complaint, personal data of third parties (e.g., our employees) who are not related to the specific case is requested or disseminated, or if data is processed disproportionately, we reserve the right to contact the Andmekaitse Inspektsioon. For future complaints that are repetitive in substance or unfounded, we may not be able to provide a substantive response, and we reserve the right to claim compensation for damages to the extent that such damages have been caused by unlawful conduct. We also note that if submissions become systematic and harassing (e.g., repeated or persistent attempts to contact, etc.), depending on the circumstances, KarS \u00a7 157\u00b3 (stalking\/harassing pursuit) may also be applicable. Furthermore, defaming a person\u2019s honour and good name is contrary to PS \u00a7 17. We inform you that harming the reputation of the institution may also harm the reputation of the institution\u2019s owner and manager; therefore, we reserve the right to assert claims related to damage to the reputation of both the institution and the relevant individual(s). In cases of systematic and extensive reputational harm, the potential scale of damages may start from EUR 100,000, depending on the circumstances and the extent of proven damage.<\/li>\n<\/ol>\n<p>[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<strong>SELGITUSED MEIE SPETSIALISTIDE KVALIFIKATSIOONI KOHTA<\/strong><\/p>\n<p>Meil t\u00f6\u00f6tavad j\u00e4rgmise kvalifikatsiooniga spetsialistid: kliiniline ps\u00fchholoog, kliiniline lapseps\u00fchholoog, kliiniline neurops\u00fchholoog, ps\u00fchholoog-n\u00f5ustaja, pereterapeut, ps\u00fchholoog superviseerimisel\/v\u00e4lja\u00f5ppes, ps\u00fchholoogilise haridusega spetsialist, kes t\u00f6\u00f6tab Tervishoiuteenuste loetelu seaduse \u00a7 82 lg 2 (TTL) alusel, arst-resident ps\u00fchhiaatria erialal.<\/p>\n<ol>\n<li>Ps\u00fchholoog superviseerimisel\/v\u00e4lja\u00f5ppes on ps\u00fchholoogia magistrikraadiga v\u00f5i sellega v\u00f5rdustatud kraadiga spetsialist (ps\u00fchholoog), kes t\u00f6\u00f6tab kliinilise ps\u00fchholoogi Mihhail Beljajev\u2019i superviseerimisel\/v\u00e4lja\u00f5ppes. V\u00e4lja\u00f5pe sisaldab supervisiooni nii teraapia planeerimise, l\u00e4biviimise kui ka l\u00f5petamise teemadel, k\u00e4sitledes erinevaid ps\u00fchhoteraapilisi l\u00e4henemisi. Supervisiooni raames toimub juhtumi kontseptualiseerimine, probleemide formuleerimine ja eesm\u00e4rkide p\u00fcstitamine. Kasutatakse ja arendatakse ka superviseeritava\/v\u00e4lja\u00f5ppes oleva spetsialisti oskusi; toimub saadud protsessi kriitiline anal\u00fc\u00fcs, s\u00e4ilitades seejuures kliendi\/patsiendi konfidentsiaalsust. Supervisioon v\u00f5ib olla seotud ka uuringu l\u00e4biviimisega v\u00f5i selle planeerimisega. Superviisor\/v\u00e4lja\u00f5ppe koordinaator on l\u00e4binud Tallinna \u00dclikoolis ps\u00fchholoogia juhendaja alusp\u00e4devuse kursuse LTC0637, omab piisavat erialakogemust ja p\u00e4devust juhendamiseks; tema kunagine juhendatav Jekaterina Muravjova sai kliinilise ps\u00fchholoogi kutse.<\/li>\n<li>Ps\u00fchholoogia haridusega spetsialist, kes t\u00f6\u00f6tab Tervishoiuteenuste loetelu seaduse \u00a7 82 lg 2 (TTL) alusel. Tervishoiuteenuste loetelu \u00a7 82 lg 2 t\u00e4hendab viidet Vabariigi Valitsuse m\u00e4\u00e4rusele \u201eTervisekassa tervishoiuteenuste loetelu\u201c. Selle paragrahvi l\u00f5ige 2 s\u00e4testab erandi tervishoiuteenuse osutaja kvalifikatsioonin\u00f5uete kohta teatud teenuste puhul: 2) kuni 31. detsembrini 2027. a v\u00f5ib koodidega 7601, 7602, 7603, 7607, 7615, 7616, 7617, 7626, 7627, 7630\u20137637, 3103, 3113 ja 3114 t\u00e4histatud tervishoiuteenuseid osutada ka kutseta ps\u00fchholoog, kes on viimase kaheksa aasta jooksul t\u00f6\u00f6tanud eriarstiabis ps\u00fchholoogina v\u00e4hemalt viis aastat keskmise koormusega v\u00e4hemalt 0,5. Tervishoiuteenust v\u00f5ivad osutada ka spetsialistid, kellel ei ole vastava eriala kutset v\u00f5i kvalifikatsiooni, kui nad on seda teenust osutanud v\u00e4hemalt kaheksa aastat ning viimased viis aastat j\u00e4rjest samal erialal. Sisuliselt t\u00e4hendab see, et teenust v\u00f5ib osutada isik, kellel ei ole formaalset kutsekvalifikatsiooni, kuid kellel on piisav praktiline t\u00f6\u00f6kogemus. Tingimuseks on v\u00e4hemalt kaheksa aastat t\u00f6\u00f6kogemust vastavas valdkonnas ning sellest v\u00e4hemalt viimased kaks aastat j\u00e4rjest sama eriala spetsialistina. Tegemist on sisuliselt \u00fcleminekus\u00e4tte v\u00f5i erandiga olukordades, kus inimesed on s\u00fcsteemis t\u00f6\u00f6tanud enne uute kvalifikatsioonin\u00f5uete kehtestamist. Praktikas t\u00e4hendab see ps\u00fchholoogia valdkonnas n\u00e4iteks olukordi, kus inimene on t\u00f6\u00f6tanud ps\u00fchholoogina pikka aega, kuid tal ei ole kliinilise ps\u00fchholoogi kutset v\u00f5i m\u00f5nikord ka magistrikraadi, kuid ta on teenust osutanud piisavalt kaua ja j\u00e4rjepidevalt. Sellisel juhul v\u00f5ib Tervisekassa s\u00fcsteemis teenuse osutamine olla lubatud t\u00f6\u00f6kogemuse alusel. Meil on selline spetsialist Lena Leviand.<\/li>\n<li>Ps\u00fchholoog, kelle haridus on v\u00f5rdustatud magistrikraadiga: \u201eEesti Vabariigi kvalifikatsioonide ja enne 20. augustit 1991. a antud endise NSV Liidu kvalifikatsioonide vastavus\u201c \u00a7 12 s\u00e4testab, et enne 1. juunit 2002 EHIS-sse (\u00f5ppekavade registrisse) kantud v\u00e4hemalt 4-aastase bakalaureuse\u00f5ppekava l\u00e4bimisel saadud diplom loetakse magistrikraadile vastavaks. Meil on selline spetsialist Airi Kivi, kelle \u00f5pingute nominaalkestvus oli k\u00e4esolevatel andmetel 7 aastat.<\/li>\n<li>Arst-resident ps\u00fchhiaatria erialal on diplomeeritud arst, kes on v\u00f5etud vastu residentuuri ja omandab ps\u00fchhiaatria eriarsti teadmisi ning praktilisi oskusi, t\u00f6\u00f6tades samal ajal residentuuri baasasutuses juhendamise all. Need on Vladislav Barto\u0161 ja Iuliia Rudi\u0161, kelle juhendaja on arst-ps\u00fchhiaater Anton Peltonen. Arst-resident (sh ps\u00fchhiaatria resident) saab ravimeid v\u00e4lja kirjutada, sest ta on arst. Eestis v\u00f5ivad ravimeid meditsiinilisel eesm\u00e4rgil v\u00e4lja kirjutada ainult tervishoiuteenuse osutamise \u00f5igust omavad arstid. Resident kirjutab retsepte oma p\u00e4devuse piires ja juhendamise\/supervisiooni raames.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row css_animation=&#8221;&#8221; row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221;][vc_column][vc_column_text]<\/p>\n<p data-start=\"4889\" data-end=\"4953\"><strong data-start=\"4889\" data-end=\"4953\">EXPLANATIONS REGARDING THE QUALIFICATIONS OF OUR SPECIALISTS<\/strong><\/p>\n<p data-start=\"4955\" data-end=\"5334\">We employ specialists with the following qualifications: clinical psychologist, clinical child psychologist, clinical neuropsychologist, counselling psychologist, family therapist, psychologist under supervision\/in training, a specialist with psychological education working on the basis of \u00a7 82(2) of the Health Care Services List Act (TTL), and a doctor-resident in psychiatry.<\/p>\n<p data-start=\"5336\" data-end=\"6372\">A psychologist under supervision\/in training is a specialist (psychologist) with a Master\u2019s degree in psychology or an equivalent degree who works under the supervision\/in training of clinical psychologist Mihhail Beljajev. The training includes supervision on therapy planning, implementation, and termination, covering various psychotherapeutic approaches. Within supervision, case conceptualisation, problem formulation, and goal setting are carried out. The skills of the supervised\/in-training specialist are also used and developed; a critical analysis of the process is conducted while maintaining client\/patient confidentiality. Supervision may also be related to conducting an assessment\/study or planning it. The supervisor\/training coordinator has completed the basic competence course for psychology supervisors at Tallinn University (LTC0637), has sufficient professional experience and competence for mentoring; his former supervisee Jekaterina Muravjova obtained the professional qualification of a clinical psychologist.<\/p>\n<p data-start=\"6374\" data-end=\"8447\">A specialist with psychological education working on the basis of \u00a7 82(2) of the Health Care Services List Act (TTL). \u00a7 82(2) of the Health Care Services List refers to the Government of the Republic regulation \u201cTervisekassa health care services list\u201d. Subsection 2 of this section establishes an exception to qualification requirements for health care service providers for certain services: (2) until 31 December 2027, the health care services indicated by codes 7601, 7602, 7603, 7607, 7615, 7616, 7617, 7626, 7627, 7630\u20137637, 3103, 3113 and 3114 may also be provided by a psychologist without a professional certificate (kutseta ps\u00fchholoog) who, during the last eight years, has worked as a psychologist in specialist medical care for at least five years with an average workload of at least 0.5. Health care services may also be provided by specialists who do not have the professional certificate or qualification of the relevant specialty if they have provided the service for at least eight years and for the last five years consecutively in the same specialty. In essence, this means that the service may be provided by a person who does not have formal professional qualification but has sufficient practical work experience. The condition is at least eight years of work experience in the relevant field and, of that, at least the last two years consecutively as a specialist of the same specialty. This is essentially a transitional provision or an exception for situations where people were working in the system before new qualification requirements entered into force. In practice in the field of psychology, this may mean, for example, a situation where a person has worked as a psychologist for a long time but does not have the professional qualification of a clinical psychologist and sometimes also does not have a Master\u2019s degree, yet has provided the service long enough and consistently. In such a case, provision of the service within the Tervisekassa system may be permitted on the basis of work experience. We have such a specialist: Lena Leviand.<\/p>\n<p data-start=\"8449\" data-end=\"9036\">A psychologist whose education is considered equivalent to a Master\u2019s degree: \u00a7 12 of the act \u201cCorrespondence of qualifications obtained in the Republic of Estonia and qualifications of the former USSR issued before 20 August 1991\u201d provides that a diploma obtained upon completion of a bachelor\u2019s curriculum with a nominal duration of at least four years, entered into EHIS (the register of curricula) before 1 June 2002, is considered equivalent to a Master\u2019s degree. We have such a specialist, Airi Kivi, whose nominal duration of studies was, according to the available data, 7 years.<\/p>\n<p data-start=\"9038\" data-end=\"9731\">A doctor-resident in psychiatry is a qualified medical doctor who has been admitted to residency training and is acquiring the knowledge and practical skills of a psychiatric specialist while simultaneously working at a residency base institution under supervision. These are Vladislav Barto\u0161 and Iuliia Rudi\u0161, whose supervisor is psychiatrist Anton Peltonen. A doctor-resident (including a psychiatry resident) may prescribe medication because they are a doctor. In Estonia, only doctors who have the right to provide health care services may prescribe medicines for medical purposes.
