Health Insurance Fund and Specialists’ Qualifications

Services funded by the Estonian Health Insurance Fund (Tervisekassa) and visit fee terms

  1. OÜ Cerveau provides services funded by Tervisekassa starting from 01.01.2026 for children and adults of all ages.
  2. Services include consultations, therapy, and family therapy both on-site and online. Assessments/diagnostic evaluations are not provided under Tervisekassa funding.
  3. The outpatient specialist care visit fee (patient co-payment) is €20. For patients under 19 years of age, the visit fee is €5. Other exceptions are set out in our Sales and Privacy Policy. We reserve the right to send you the co-payment invoice by email and, if necessary—or at your request—to send an additional reminder.
  4. Please pay the visit fee before the appointment; payment is also possible on-site. If the visit fee has not been paid before the appointment, we reserve the right to refuse to provide the service.
  5. As a rule, no visit fee is charged for a repeat visit under the same referral (saatekiri).
  6. To avoid waiting lists, please notify us as soon as possible if you wish to cancel your appointment. We reserve the right to offer you an earlier appointment time if someone cancels the time offered to them.
  7. When scheduling appointments, we operate based on the clinic’s capacity and may not always be able to accommodate every patient’s individual timetable.
  8. Receiving services through Tervisekassa must be medically indicated. If the patient considers that there is no medical indication, the clinic has the right to refuse to provide the service (including not starting the service).
  9. If the patient cancels less than 24 hours before the appointment, the clinic has the right to charge the co-payment for both the missed appointment and the next visit.
  10. Due to the budget allocated by Tervisekassa, contractual limits on its use, force majeure situations, and other circumstances, the provision of services under Tervisekassa may be temporarily limited or suspended. In such cases, we can offer the service on a paid basis, and it may also be possible to qualify for services under our other cooperation projects.
  11. The patient has the right to discontinue the service at any time if they feel that it is not helping them.
  12. Requests to change the specialist are accepted after the first appointment and only if this is organizationally possible for us. In that case, we ask for a new referral (saatekiri). Later complaints regarding changing the specialist are generally not accepted.
  13. If the client feels that the service is ineffective, they may discontinue the service after the first appointment. Later complaints will not be accepted.
  14. Please ignore SMS notifications about invoice/booking payments if the service is provided under Tervisekassa: the e-clinic system is unified and the notifications cannot be fully switched off. Under Tervisekassa, only the visit fee (co-payment) is payable according to the applicable terms. For more information: 5660 8788 or +372 5880 9942.
  15. If the client does not agree with the specialist’s opinion, they have the right to contact another provider to obtain an alternative opinion.
  16. The client is also responsible for the effectiveness of the assistance provided to them. If the client does not follow the specialist’s recommendations or attends the appointment in a condition that does not allow them to participate effectively in therapy, the client is responsible for the outcomes of the assistance provided.

  18. Clients are required to inform us themselves that they do not need to pay the co-payment fee.
  19. Submitting complaints or claims is permitted and welcomed when done in good faith and based on evidence. Where possible, we will propose a compromise and offer to resolve the claim/complaint verbally. If, in the course of a complaint or other submission, knowingly false statements are made or false information is disseminated about OÜ Cerveau, its employees, members of the management board, or the owner, thereby damaging their honour and good name, OÜ Cerveau reserves the right to use legal remedies, including submitting a claim for damages pursuant to VÕS § 1043 and the provisions applicable to the protection of honour and good name (including VÕS § 1046 and VÕS § 1047). If false information is submitted to an authority or in proceedings in a manner that may constitute an offence, we reserve the right to contact the police (e.g., KarS § 280 – submission of false information, KarS § 320 – false testimony and false oath, and other relevant provisions). When processing personal data, we ask that the principle of data minimisation be followed and that only the data strictly necessary in the context of the complaint be processed and disclosed (GDPR Art. 5(1)(c)). If, in the course of a complaint, personal data of third parties (e.g., our employees) who are not related to the specific case is requested or disseminated, or if data is processed disproportionately, we reserve the right to contact the Andmekaitse Inspektsioon. For future complaints that are repetitive in substance or unfounded, we may not be able to provide a substantive response, and we reserve the right to claim compensation for damages to the extent that such damages have been caused by unlawful conduct. We also note that if submissions become systematic and harassing (e.g., repeated or persistent attempts to contact, etc.), depending on the circumstances, KarS § 157³ (stalking/harassing pursuit) may also be applicable. Furthermore, defaming a person’s honour and good name is contrary to PS § 17. We inform you that harming the reputation of the institution may also harm the reputation of the institution’s owner and manager; therefore, we reserve the right to assert claims related to damage to the reputation of both the institution and the relevant individual(s). In cases of systematic and extensive reputational harm, the potential scale of damages may start from EUR 100,000, depending on the circumstances and the extent of proven damage.

SELGITUSED MEIE SPETSIALISTIDE KVALIFIKATSIOONI KOHTA

Meil töötavad järgmise kvalifikatsiooniga spetsialistid: kliiniline psühholoog, kliiniline lapsepsühholoog, kliiniline neuropsühholoog, psühholoog-nõustaja, pereterapeut, psühholoog superviseerimisel/väljaõppes, psühholoogilise haridusega spetsialist, kes töötab Tervishoiuteenuste loetelu seaduse § 82 lg 2 (TTL) alusel, arst-resident psühhiaatria erialal.

  1. Psühholoog superviseerimisel/väljaõppes on psühholoogia magistrikraadiga või sellega võrdustatud kraadiga spetsialist (psühholoog), kes töötab kliinilise psühholoogi Mihhail Beljajev’i superviseerimisel/väljaõppes. Väljaõpe sisaldab supervisiooni nii teraapia planeerimise, läbiviimise kui ka lõpetamise teemadel, käsitledes erinevaid psühhoteraapilisi lähenemisi. Supervisiooni raames toimub juhtumi kontseptualiseerimine, probleemide formuleerimine ja eesmärkide püstitamine. Kasutatakse ja arendatakse ka superviseeritava/väljaõppes oleva spetsialisti oskusi; toimub saadud protsessi kriitiline analüüs, säilitades seejuures kliendi/patsiendi konfidentsiaalsust. Supervisioon võib olla seotud ka uuringu läbiviimisega või selle planeerimisega. Superviisor/väljaõppe koordinaator on läbinud Tallinna Ülikoolis psühholoogia juhendaja aluspädevuse kursuse LTC0637, omab piisavat erialakogemust ja pädevust juhendamiseks; tema kunagine juhendatav Jekaterina Muravjova sai kliinilise psühholoogi kutse.
  2. Psühholoogia haridusega spetsialist, kes töötab Tervishoiuteenuste loetelu seaduse § 82 lg 2 (TTL) alusel. Tervishoiuteenuste loetelu § 82 lg 2 tähendab viidet Vabariigi Valitsuse määrusele „Tervisekassa tervishoiuteenuste loetelu“. Selle paragrahvi lõige 2 sätestab erandi tervishoiuteenuse osutaja kvalifikatsiooninõuete kohta teatud teenuste puhul: 2) kuni 31. detsembrini 2027. a võib koodidega 7601, 7602, 7603, 7607, 7615, 7616, 7617, 7626, 7627, 7630–7637, 3103, 3113 ja 3114 tähistatud tervishoiuteenuseid osutada ka kutseta psühholoog, kes on viimase kaheksa aasta jooksul töötanud eriarstiabis psühholoogina vähemalt viis aastat keskmise koormusega vähemalt 0,5. Tervishoiuteenust võivad osutada ka spetsialistid, kellel ei ole vastava eriala kutset või kvalifikatsiooni, kui nad on seda teenust osutanud vähemalt kaheksa aastat ning viimased viis aastat järjest samal erialal. Sisuliselt tähendab see, et teenust võib osutada isik, kellel ei ole formaalset kutsekvalifikatsiooni, kuid kellel on piisav praktiline töökogemus. Tingimuseks on vähemalt kaheksa aastat töökogemust vastavas valdkonnas ning sellest vähemalt viimased kaks aastat järjest sama eriala spetsialistina. Tegemist on sisuliselt üleminekusätte või erandiga olukordades, kus inimesed on süsteemis töötanud enne uute kvalifikatsiooninõuete kehtestamist. Praktikas tähendab see psühholoogia valdkonnas näiteks olukordi, kus inimene on töötanud psühholoogina pikka aega, kuid tal ei ole kliinilise psühholoogi kutset või mõnikord ka magistrikraadi, kuid ta on teenust osutanud piisavalt kaua ja järjepidevalt. Sellisel juhul võib Tervisekassa süsteemis teenuse osutamine olla lubatud töökogemuse alusel. Meil on selline spetsialist Lena Leviand.
  3. Psühholoog, kelle haridus on võrdustatud magistrikraadiga: „Eesti Vabariigi kvalifikatsioonide ja enne 20. augustit 1991. a antud endise NSV Liidu kvalifikatsioonide vastavus“ § 12 sätestab, et enne 1. juunit 2002 EHIS-sse (õppekavade registrisse) kantud vähemalt 4-aastase bakalaureuseõppekava läbimisel saadud diplom loetakse magistrikraadile vastavaks. Meil on selline spetsialist Airi Kivi, kelle õpingute nominaalkestvus oli käesolevatel andmetel 7 aastat.
  4. Arst-resident psühhiaatria erialal on diplomeeritud arst, kes on võetud vastu residentuuri ja omandab psühhiaatria eriarsti teadmisi ning praktilisi oskusi, töötades samal ajal residentuuri baasasutuses juhendamise all. Need on Vladislav Bartoš ja Iuliia Rudiš, kelle juhendaja on arst-psühhiaater Anton Peltonen. Arst-resident (sh psühhiaatria resident) saab ravimeid välja kirjutada, sest ta on arst. Eestis võivad ravimeid meditsiinilisel eesmärgil välja kirjutada ainult tervishoiuteenuse osutamise õigust omavad arstid. Resident kirjutab retsepte oma pädevuse piires ja juhendamise/supervisiooni raames.

 

EXPLANATIONS REGARDING THE QUALIFICATIONS OF OUR SPECIALISTS

We employ specialists with the following qualifications: clinical psychologist, clinical child psychologist, clinical neuropsychologist, counselling psychologist, family therapist, psychologist under supervision/in training, a specialist with psychological education working on the basis of § 82(2) of the Health Care Services List Act (TTL), and a doctor-resident in psychiatry.

A psychologist under supervision/in training is a specialist (psychologist) with a Master’s degree in psychology or an equivalent degree who works under the supervision/in training of clinical psychologist Mihhail Beljajev. The training includes supervision on therapy planning, implementation, and termination, covering various psychotherapeutic approaches. Within supervision, case conceptualisation, problem formulation, and goal setting are carried out. The skills of the supervised/in-training specialist are also used and developed; a critical analysis of the process is conducted while maintaining client/patient confidentiality. Supervision may also be related to conducting an assessment/study or planning it. The supervisor/training coordinator has completed the basic competence course for psychology supervisors at Tallinn University (LTC0637), has sufficient professional experience and competence for mentoring; his former supervisee Jekaterina Muravjova obtained the professional qualification of a clinical psychologist.

A specialist with psychological education working on the basis of § 82(2) of the Health Care Services List Act (TTL). § 82(2) of the Health Care Services List refers to the Government of the Republic regulation “Tervisekassa health care services list”. Subsection 2 of this section establishes an exception to qualification requirements for health care service providers for certain services: (2) until 31 December 2027, the health care services indicated by codes 7601, 7602, 7603, 7607, 7615, 7616, 7617, 7626, 7627, 7630–7637, 3103, 3113 and 3114 may also be provided by a psychologist without a professional certificate (kutseta psühholoog) who, during the last eight years, has worked as a psychologist in specialist medical care for at least five years with an average workload of at least 0.5. Health care services may also be provided by specialists who do not have the professional certificate or qualification of the relevant specialty if they have provided the service for at least eight years and for the last five years consecutively in the same specialty. In essence, this means that the service may be provided by a person who does not have formal professional qualification but has sufficient practical work experience. The condition is at least eight years of work experience in the relevant field and, of that, at least the last two years consecutively as a specialist of the same specialty. This is essentially a transitional provision or an exception for situations where people were working in the system before new qualification requirements entered into force. In practice in the field of psychology, this may mean, for example, a situation where a person has worked as a psychologist for a long time but does not have the professional qualification of a clinical psychologist and sometimes also does not have a Master’s degree, yet has provided the service long enough and consistently. In such a case, provision of the service within the Tervisekassa system may be permitted on the basis of work experience. We have such a specialist: Lena Leviand.

A psychologist whose education is considered equivalent to a Master’s degree: § 12 of the act “Correspondence of qualifications obtained in the Republic of Estonia and qualifications of the former USSR issued before 20 August 1991” provides that a diploma obtained upon completion of a bachelor’s curriculum with a nominal duration of at least four years, entered into EHIS (the register of curricula) before 1 June 2002, is considered equivalent to a Master’s degree. We have such a specialist, Airi Kivi, whose nominal duration of studies was, according to the available data, 7 years.

A doctor-resident in psychiatry is a qualified medical doctor who has been admitted to residency training and is acquiring the knowledge and practical skills of a psychiatric specialist while simultaneously working at a residency base institution under supervision. These are Vladislav Bartoš and Iuliia Rudiš, whose supervisor is psychiatrist Anton Peltonen. A doctor-resident (including a psychiatry resident) may prescribe medication because they are a doctor. In Estonia, only doctors who have the right to provide health care services may prescribe medicines for medical purposes. The resident issues prescriptions within their competence and within the framework of guidance/supervision.
